they convinced ronald reagan sadly enough. they convinced the american public they could build up a surplus. let's look at what they did with the money. the money came in -- 9% of the 2.4% payroll tax was paid out to the beneficiaries. what happened to the 3.4% side? let's take $100 billion as a nominal figure. what happened to the surplus? what did they do with it? what did they actually do with that money? what was the transaction they conducted? they invested it in treasury bills -- special interests treasury bills. ok. they take the $100 million, take it out of the trust fund -- it is actually $20 million, but $100 million -- this is actually $20, but $100 million. [laughter] this is a treasury bond. they gave them a treasury bond. what did the federal government do with the money? gone. what is over here? it is a piece of paper that says "the federal government owes the federal government $100 billion." so, they took more money from you in 1983 said they could create this piece of paper, spend more money in 1983, did you

host: you see ronald reagan watching the proceedings. there was a lot of back-and- forth and horsetrading great going into that convention, it was not clear that gerald ford would have enough delegates on the first ballot. if that did not happen, potentially pandemonium with the specter that convention hall. guest: yes, they would have made the party structure in november and they were only off by 2%. given all the things that gerald ford had coming in, a disastrous debate, a debatable choice as bob dole as a running mate and yet he only lost by 2points. ultimately, voters don't decide until late october and that could be the case this year. host: headline from " the new york times"--- many viewers say this is a fantasy. guest: mitt romney is way ahead in delegates. his lead will increase as time goes on and we move into these winner-take-all states like connecticut, delaware, new york, pennsylvania, rhode island. these are the states are highly favorable toward mitt romney. it comes to the point where he will start getting so far ahead

he didn't have the votes then, ronald reagan, in his second term. if he didn't have them then, you won't need them now. you don't need a department of education, you need some federal responsibility in education but it could be minimal. when i was secretary, we did a poll, a survey, of all our grant recipients and we asked them to evaluate the program, the program that got the best grades, the bloc grant to the states. we take the money, we take our cut out, and send it back to them. that's the program they felt was the best. people said why did you take it in the first place, why don't you leave it there. host: from virginia, good morning. caller: good morning. i'm just sitting here amazed and outraged by the assertions that the former secretary is making. number one, blaming the obama administration for the mess in the middle east, because of obama's polices, as i recall a year ago, condoleezza rice and the other members of the bush administration were tripping over one another to claim that they were the ones responsible for the arab uprising, th
